2021 Open Air Business Set Up

Updates on the set ups for 2021 will be available soon.

On June 5th, Chester County entered the yellow phase. Businesses who have private outdoor dining space may have outdoor dining starting June 5th, 2020. Other businesses who use public space (ie. sidewalks) do not have the capability to set up outdoor dining.

On June 9th, Borough Council approved Resolution #2020-24 allowing business to have an outdoor open air setup. 

UPDATE: SEPTEMBER 8TH, 2020

On September 8th, 2020, Borough Council approved the temporary Open-Air permit Setup to go beyond October 5th, 2020. The Borough will assess further dates on a monthly basis going forward.

UPDATE: november 3, 2020

The Borough of Phoenixville has decided to continue the weekly closure of Bridge Street for its’ Temporary Open-Air Permit Set Ups until December 21st, 2020. This continuation will be weather permitting, and contingent upon Commonwealth/County COVID-19 guidelines.

UPDATE: DEcember 7, 2020

In an abundance of caution of increasing cases of COVID-19 in our area, and the expected inclement weather, effective December 7th the Temporary Open-Air Permit set ups will conclude for the year 2020. 

We very much appreciate everyone’s support and want wish to thank you for your commitment to our community. 

We have taken your feedback and will continue to discuss how things might look for 2021. 

We have added additional 15-minute curbside pickup parking spaces in the downtown to aide with the pickup of curbside business during the winter months.

There are two kinds of Set Ups:

1. Monday at 7am until Friday at 2pm

  • Permittee may only set up one (1) row of seating against the front facade of their business while following social distance guidelines, or may display merchandise within three (3) feet of the front facade of the building; merchandise may be so displayed only by the occupant of the premises, and only when the premises are open for business.
  • Permittees must maintain a clear pedestrian path on the sidewalk of at least six feet (6’) at all times.
  • Outdoor Dining or sales of merchandise must not interfere with any utilities or other facilities, obstruct any required clearance for entrances or exits, obstruct any areas required for accessibility for disabled persons, or violate the vision clearance requirements.

2. Friday at 2pm to Monday at 7am

  • The width of the dining or sales of merchandise area must not exceed the width of the frontage of the restaurant/business' property.
  • Permittees must maintain a clear pedestrian path on the sidewalk of at least six feet (6’) at all times.
  • Outdoor Dining or sales of merchandise must not interfere with any utilities or other facilities, obstruct any required clearance for entrances or exits, obstruct any areas required for accessibility for disabled persons, or violate the vision clearance requirements.
  • No vending machines, carts, or objects for the sale of goods will be permitted.
  • Outdoor dining or sales of merchandise is prohibited between 10:00 PM and 7:00 AM.
  • Tables, chairs, and all other furnishings or accessories may not be left in place during non-Temporary Open-Air Permit Setup hours, but shall be either stored indoors or stacked and stored in an orderly fashion adjacent to the structure. Tables, chairs or any other fixtures used in connection with a Temporary Open-Air Permit Setup shall not be attached, chained or in any manner affixed to any tree, post, sign or other Borough-owned fixture.
  • If alcoholic beverages are served within the designated areas, the permittee must have a valid license under all applicable laws for such sales, and follow all Commonwealth guidelines.

Hours of Operation:

Businesses will be permitted to set up in the closed sidewalk and roadway for the following hours:
Thursdays: 4pm – 10pm
Friday through Sunday: 7am – 10pm

No Parking 

100 and 200 block of Bridge Street from 2pm Thursday through 7am Monday

Road Closed 

100 and 200 blocks of Bridge Street from 3pm Thursday through 7am Monday.
The Main and Bridge Street parking lot will also be closed for the duration of the road closure.

Main Street and Gay Street will remain open. North Main Street will remain closed at the railroad trestle construction area until that project is completed.
