Zoning

  • A variance is zoning relief which permits minor changes of district area and design regulations where individual properties are both harshly and uniquely burdened by the strict application of the zoning law. 


    The ability to obtain a variance is restricted and the degree of variation is limited to the minimum change necessary to afford relief, representing the least modification possible to the regulation at issue. Use variations are specifically prohibited. A variance is a modification of the requirements of a zoning district and does not include the substitution of uses assigned to other districts.


    No variation may be granted which would adversely affect surrounding property or the general neighborhood. All variations must be in harmony with the intent and purposes of the zoning ordinance.

    The deadline for scheduling a Monday pickup will be at 12:00 PM on the previous Friday. 

    To schedule a bulk pick up payment must be made in advance and can be done over the phone please call (610) 933-8801 Ext. 110 between the hours of 8:00 AM and 4:00 PM Monday-Friday.

    Metal items will still be collected at no charge.

  • The Borough of Phoenixville is happy to announce a new yard waste collection program.  We have been awarded grant money by the Pennsylvania Department of Environmental Protection in recognition of our efforts and commitment to recycling.   Borough Council approved using these grant funds for the purchase of a new yard waste truck and 720 65-gallon yard waste toters. 

    These new toters are the same size and shape of your current toters, but have a brown lid instead of a gray (trash) or green (recycles only) lid.  These toters will be distributed on a first come, first serve basis and only one toter will be given out per household.   If you do not get a yard waste toter, please continue to use biodegradable paper bags.

    Like all other yard waste, the yard waste collected with this new program will then be delivered to our Compost Site where it will be used to create and replenish our supply of such products as compost, leaf compost, mulch and fine mulch.  As a reminder, each household is entitled to three (3) cubic yards of these products per year at no cost.  

     The yard waste collection program runs from April to October and will be done every other week beginning the week of April 1 on your trash day. 

    We are proud to be recognized for the efforts of our Sanitation Department to recycle this green waste into products that can be reused to enrich our soil, help retain moisture and reduce the need for chemical fertilizers.

    Yard Waste Pickup will occur starting week of April 1 and will go until the end of October.


    Yard Waste Toter Program:

    These new Yard Waste toters are granted to us from the Pennsylvania Department of Environmental Protection as part of the 902 Recycling Grant. These toters are free of charge, but only one is permitted per household. 

    These toters are special, because they are for YARD WASTE ONLY.  No trash is allowed in these receptacles.

  • If you are a victim of a crime, you need to make a police report and in some cases your insurance company will require a police report. Perhaps, you are concerned about a suspicious incident or hazardous condition that you wish to bring to the attention of the Phoenixville Police.

    There are several ways that you can make an official police report:

    • In an emergency or hazardous situation, call 9-1-1. A police officer will be dispatched to the location you specify.
    • For non-emergencies, call 610-935-2440. A police officer will be dispatched to the location you specify or you can request a return call.
    • You may make a report in person by coming into the police station Monday through Friday between 8:00AM – 4:30PM. We are located at 351 Bridge Street.
    • On weekends and after business hours, you may use the phone outside the police station to reach the 9-1-1 communications center.

  • No. You only have to report an accident to the police department if the accident involves: (1) injury to or death of any person; or (2) damage to any vehicle involved to the extent that it cannot be driven under its own power in its customary manner without further damage or hazard to the vehicle, other traffic elements, or the roadway, and therefore requires towing. Otherwise, you may exchange driver, vehicle, and insurance information with the other driver.

  • Public records are available upon written request from the Phoenixville Borough Police Department Administrative Support Division, Monday through Friday from 8:00AM to 4PM excluding holidays or extenuating circumstances. A written request form shall be made available in the police department lobby. Records may be requested by mail with the appropriate fee and a self-addressed stamped envelope. Certain public records may contain sensitive information such as social security numbers, medical history, phone numbers, birth dates, juvenile information, etc. Therefore, information deemed sensitive on a document may be redacted. Under the “Right to Know Law,” investigative reports are exempted from the definition of “public records,” therefore, any such request may be denied. If a request for records is granted, the following fee schedule will apply:


    1. Accident Reports - $15.00
    2. Incident Reports - $.25 per page
    3. Photographs - $25.00 per CD/DVD

  • Citizens are encouraged to assist the police department by reporting all compliments or complaints on weekdays between the hours of 8:00AM and 4:30PM. Citizen complaint resolution forms are available at the police station during business hours and or you can call us and we will email the form to you.  During weekend hours and holidays, you may also contact the 9-1-1 communications center at 610-935-2440 and request to speak to the Phoenixville Police Department on-duty supervisor.

    The police department welcomes compliments. If you are impressed by an officer’s professional demeanor, prompt response to a particular incident, or simply his or her courteousness, you are encouraged to mail or email a brief note to the attention of the Chief of Police at bmarshall@phoenixville.org who will ensure that the officer receives a copy of your letter.

  • Yes- Detectives from the Phoenixville Police Department are available to do non-criminal fingerprinting for those who work or reside in the Borough. Typically, such fingerprints are needed for purposes like employment and immigration applications. We do not provide fingerprinting for the purposes of FBI/child abuse clearances.  Consult with your potential employer for the correct procedure to complete child abuse clearances.

    Non-criminal fingerprinting is done on the following day only:

    • Tuesday, 9AM to 12PM

    No appointment is necessary, but it is strongly suggested that you call first to ensure someone is available to roll your fingerprints.

Applications may be picked up at the reception area in the Phoenixville Police Station, or click the links below to download forms from the PA Department of Transportation web site.

    Upon completion, forms will need to be signed by a physician (or, in some limited cases) a police officer.

  • Abandoned Vehicles are a nuisance as well as an eyesore. Don’t let abandoned vehicles ruin the look of your neighborhood.

    Under Pennsylvania’s motor vehicle laws, a vehicle is considered abandoned if:

    • left on a highway or public property in inoperable condition for 48 hours or longer
    • left illegally on a highway or public property
    • left on highway or public property for 48 hours or longer and does not have valid license plate, inspection sticker, or VIN number
    • left on private property without owner’s consent for 48 hours or longer

    A police officer will respond and evaluate the situation. If the vehicle can be verified as abandoned, it will be posted with an orange notification sticker. If the owner has not removed the vehicle after seven days it will be towed away.

  • Are you missing your bike? Right now, the Phoenixville Police Department has several “found” bikes in storage. Each one of those bikes was abandoned somewhere in the borough, then later recovered by officers. We may have your bike, and we’d like to reunite you with it. You do not need a serial number to get your bike back, but it does expedite the process. Don’t have your serial number? Then how about a sales receipt for the bike? Or, provide a detailed description of the bike, including details about special toe clips, stickers, scratches, dents or any other unique traits your bike might have.

  • A traffic citation should be paid within 10 days and mailed to the district court listed on the citation. District Court 15-2-01 is located next door to the police station at 347 Bridge Street.

  • Are you moving or having work done to your property that may require reserved parking? If so, you may want to apply for temporary no parking signs. Complete and submit the application in the forms section. Requests for temporary no parking in a residential area must be submitted with 72 business hours notice and we will post the signs for you. Please know the signs must be posted in a residential area at least 48 hours in advance so your neighbors will know about the parking restriction. 

    For postings in Town Center, requests must be submitted 48 hours in advance in order to be posted within enough time in the downtown.

    Also, there is a $25 dollar fee for this service that will need to be paid at the time your request is approved.

  • Grass disease can be a significant problem on athletic fields and must be controlled to preserve the function of this asset.  When athletic fields face excessive stress from wear or environmental conditions such as heat or drought, pest pressures can become a serious problem.

  • The Borough has hired an outside company that specializes in turf management on athletic fields.  They have implemented a comprehensive and effective approach to pest management, termed IPM program. An IPM approach considers all strategies to reduce pest damage to manageable and acceptable levels in the most economical means, while simultaneously considering potential impacts on humans, property, and the environment. In sports field management, these programs involve various agronomic practices, as well as the option to consider the use of chemical applications in situations when other means have been exhausted or deemed ineffective. Where allowed, pesticide use can be incorporated into an overall IPM strategy that also includes non-chemical control methods such as biological controls, cultural methods, or pest monitoring. The judicious use of pesticides, when needed, helps to control disease, insect, and weed pests that will otherwise comprise the quality and safety of the playing surface. The safe and effective use, storage, and handling of pesticides is highly regulated, which helps to ensure that their relative risk is largely mitigated. In addition, pesticides are only applied by licensed professional applicators who are subject to a certification process and must be regularly recertified, further ensuring safety.

  • The Borough hires an outside company to spray the downtown area twice a year; once at the beginning of growing season and once again at the end of summer.  The spraying occurs from Borough Hall down Bridge Street to Ashland Street. It includes Bank Street, Flo Straub Way, Church Alley and all of the downtown Borough parking lots.

    There are three (3) different products that are used.  They are all herbicides with different active ingredients.  The products used are:

    Ranger PRO Herbicide from Monsanto Company.  The active ingredient is Isopropylamine salt of glyphosate.

    REWARD Landscape and Aquatic Herbicide from Syngenta Crop Protection, LLC.  The common name for the active ingredient is Diquat Dibromide.  The chemical name is [6,7-dihydrodipyrido(1,2-a:2’1’-c) pyrazinediium dibromide].

    SureGuard® SC Herbicide from Nufarm Americas, Inc.  The two active ingredients are Flumioxazin and Propylene Glycol.
