When there is insufficient evidence to demonstrate that a Request was submitted by a valid “Requester” under the RTKL, as identified by 65 P.S. § 67.102, the Borough will not process a Right to Know Request and may deny it for such reason. This includes, without limitation, where the Borough finds that the requesting person or entity is anonymous.
